S. 377 — Students Helping Young Students Act of 2025

This section expands the definition of community services under the Federal Perkins Loan Program to include after-school activities, as defined in section 443(f) of the Higher Education Act of 1965. (Borrowers may receive cancellation of up to 100% of Perkins Loans for five years of full-time service in such community services.)

This section amends the Federal Work-Study Program to authorize, in applicable academic years, the use of funds to compensate students for after-school activities (i.e., educational activities during non-school hours at public elementary or secondary schools, including those partnered with community organizations) as follows: (1) requires institutions not carrying out community service under subsection (d) to use funds for such after-school activities and permits institutions carrying out subsection (d) to also use funds for them; (2) directs the Secretary of Education to establish, not later than 180 days after enactment, a registration process for eligible schools and standards for program participation, with priority for schools serving low-income communities; and (3) allows the federal share of compensation to exceed 75 percent (previously capped), while requiring student training for educational services.
