S. 3789 — Prospectus Modernization Act of 2026

This section increases the GSA prospectus thresholds under 40 U.S.C. 3307(a)—which require congressional approval for certain public building construction, alteration, acquisition, and leasing actions—for FY2026 through FY2028 by substituting $10 million (from $1.5 million) in paragraphs (1) and (2) and $5 million (from $750,000) in paragraph (3). It further suspends inflation adjustments to those thresholds under 3307(h) for the same period. (Thus, fewer GSA real property projects require congressional approval during those years.)
