S. 3806 — SECURES Act of 2026

This section directs the Secretary of Transportation, not later than 180 days after enactment, to publish a notice of proposed rulemaking to establish new federal standards for school bus seat belt requirements on all new school buses, regardless of gross vehicle weight rating. In the proposed rulemaking, the Secretary must consider (1) the safety benefits of lap/shoulder belt systems (i.e., Type 2 seat belt assemblies); (2) National Transportation Safety Board conclusions that lap/shoulder belts provide the highest protection for school bus passengers, lap belts provide some benefit, and lap/shoulder belts provide greater benefit by reducing upper body flailing injuries; (3) the 2015 National Highway Traffic Safety Administration Administrator's statement that every child on every school bus should have a three-point seat belt; (4) innovative seat belt detection, reminder, and violation alert systems for school buses; and (5) experiences from states requiring school bus seat belts.
