S. 3810 — SWAT Act of 2026

This section declares congressional findings that the spotted wing drosophila—an invasive species from East Asia—has caused significant damage to fruit crops including raspberries, blackberries, blueberries, strawberries, peaches, plums, and cherries and accounts for a combined 20% revenue loss across strawberry, blueberry, raspberry, blackberry, and cherry crops, per USDA estimates based on reported yield losses.

This section establishes a fund in the Department of Agriculture, administered by the Animal and Plant Health Inspection Service, to provide grants or cooperative agreements for research on and mitigation of spotted wing drosophila (an invasive fruit fly pest that damages berries, cherries, and other soft fruits). It authorizes $6.5 million for that fund for FY2026 (the fiscal year of enactment of the Spotted Wing Abatement Trust Act of 2026) and each of the four fiscal years thereafter.
