S. 3823 — FAIR Act

This section sets the annual adjustment in rates of basic pay for statutory pay systems (i.e., General Schedule, Foreign Service, and Veterans Health Administration positions under 5 U.S.C. §5302(1)) at 3.1% for calendar year 2027 under 5 U.S.C. §5303. It also increases rates of basic pay for prevailing rate employees (i.e., Federal Wage System workers) by 3.1% for fiscal year 2027, notwithstanding wage survey requirements under 5 U.S.C. §5343(b), including rates under §§5348 and 5349.
