This section amends the conspiracy against rights statute (18 U.S.C. § 241) by designating the existing prohibitions and criminal penalties as subsection (a) and adding subsection (b) to authorize a state attorney general to commence a civil action in federal district court, as parens patriae on behalf of state residents, upon reasonable cause to believe that any person or group has suffered bodily injury, serious bodily injury, or death from conduct violating the statute; and to provide relief including injunctive relief or compensatory or punitive damages upon a showing of malicious, oppressive, or reckless conduct. The section makes parallel amendments to the deprivation of rights under color of law statute (18 U.S.C. § 242), authorizing such civil actions upon reasonable cause to believe that any person or group is being, has been, or may be injured by conduct violating the statute.
