This section revises requirements for one-stop centers under the Workforce Innovation and Opportunity Act (WIOA), which coordinate delivery of workforce development services (e.g., job search assistance, training) from multiple federal programs at integrated locations. Specifically, it (1) permits states to have at least one physical or virtual one-stop center in each local area, or one or more physical or virtual centers shared by adjacent local areas with at least one such center in each other local area (from requiring one physical center in each local area); (2) authorizes locating such centers at public institutions of higher education; (3) requires employment service offices (i.e., under the Wagner-Peyser Act) in states with physical one-stop centers to colocate with those centers; and (4) adds provisions clarifying that shared centers count for each participating local area or state and defining a virtual center as equipment providing access to required programs and services.
This section revises section 3(d) of the Wagner-Peyser Act to require that, in each state that has a physical one-stop center, employment service offices in that state be colocated with the physical one-stop centers in that state.
