S. 383 — JOBS Act of 2025

This section revises the minimum Federal Pell Grant to 5 percent (from 10 percent) of the total maximum Federal Pell Grant for a full-time student. (As background, Federal Pell Grants provide need-based grant aid to low-income undergraduate and certain postbaccalaureate students for postsecondary costs.) This section also establishes a Job training Federal Pell Grant program, effective for the award year beginning July 1, 2025, and subsequent years, under which the Secretary awards Pell Grants to students enrolled in eligible job training programs at institutions of higher education. Eligible job training programs are career and technical education programs that (1) provide 150 to 600 clock hours of instruction over 8 to 15 weeks; (2) align with high-skill, high-wage, or in-demand industry sectors or occupations as determined by an industry or sector partnership; (3) are provided through eligible training providers under the Workforce Innovation and Opportunity Act (WIOA); (4) award a recognized postsecondary credential meeting employer hiring requirements and any licensure or certification prerequisites; (5) include institutional credit articulation for noncredit programs; and (6) meet other criteria (e.g., may not exceed by more than 50 percent any State minimum clock-hour requirement). Grants follow standard Pell Grant terms and amounts (allowing awards below the minimum Pell Grant), except eligibility requires no postbaccalaureate degree and enrollment in an eligible program; such enrollment periods count toward a student's total Pell Grant eligibility period. The Secretary must approve program eligibility within 60 days of submission, upon State board certification.
