S. 3833 — LCBP Enhancements Act of 2026

This section revises the Patrick Leahy Lake Champlain Basin Program—implementing the comprehensive pollution prevention, control, and restoration plan for Lake Champlain developed by the Lake Champlain Management Conference—by (1) replacing the New England Interstate Water Pollution Control Commission with a fiscal agent (i.e., an entity providing fiscal and administrative management support, such as payroll, bills, funding agreements, and fiduciary duties) selected jointly by the Steering Committee and EPA Administrator; (2) requiring joint assessments of the fiscal agent's effectiveness as soon as practicable after enactment and at least every five years thereafter, with stakeholder consultation, potential competitive reselection of a new fiscal agent (prioritizing headquarters in the Lake Champlain drainage basin), de-obligation and re-obligation of prior funds if needed, continuity of program operations, and a report to Congress within 90 days; (3) authorizing the U.S. Section of the Great Lakes Fishery Commission to undertake fisheries and aquatic ecosystem research, monitoring, restoration, management, sea lamprey control, aquatic invasive species prevention, public engagement, and other work to implement the plan, in coordination with the program and other entities; (4) adding definitions of "fiscal agent" and "Steering Committee" (i.e., the committee established in 1996 by the Management Conference and maintained under the most recent tri-state memorandum of understanding); and (5) extending program authorization through 2032 (from 2027).
