S. 3841 — Last Sale Valuation Act of 2026

This section amends the transaction value provisions of the customs valuation statute (i.e., primary method for appraising imported merchandise for duties under 19 U.S.C. 1401a) by (1) defining "sold for exportation to the United States" to mean, for a single sale, the price actually paid or payable by a buyer in the United States to a seller in another country and, for a series of sales, the price actually paid or payable by a U.S. buyer in the last sale introducing the merchandise into the United States; and (2) authorizing U.S. Customs and Border Protection access to books and records to verify adjustments under subsection (h)(5).
