This section revises the authorization for the Institutes of Tropical Forestry (in Puerto Rico) and Pacific Islands Forestry—research entities that conduct studies on tropical forest management, climate change, endangered species, recreation, sustained yield development, forest health monitoring, regeneration, and deforestation effects—by (1) updating the section heading to "Institutes of Tropical Forestry and Pacific Islands Forestry," (2) restructuring the authorization as subsection (a) and research activities as subsection (b), and (3) adding subsection (c) to require the Secretary to ensure the Institute of Tropical Forestry has at least 50 staff and adequate resources and the Institute of Pacific Islands Forestry has at least 30 staff and adequate resources to advance related science, research, demonstration, and knowledge exchange.
