S. 3857 — One Nation, One Visa Policy Act

This section prohibits the Secretary of Homeland Security from admitting any national of the People's Republic of China—including the Special Administrative Regions of Hong Kong and Macau—or any individual bearing a passport issued by the People's Republic of China without a valid visa. The section further prohibits the use of Department of Homeland Security funds to allow such nationals to participate in the Guam and Commonwealth of the Northern Mariana Islands Visa Waiver Program (i.e., a program authorizing visa-free entry to those U.S. territories for certain foreign nationals), including the Economic Vitality & Security Travel Authorization Program, or any other visa-free admission program.
