S. 3862 — Payment Integrity Act

This section amends the Child Care and Development Block Grant Act of 1990 (CCDBG) by (1) replacing subparagraph (c)(2)(S) to require states, as part of their assistance applications, to assure that child care providers are paid based on verified child attendance (rather than enrollment alone), using attendance records or another reasonable verification method; and (2) adding subsection (e) to clarify that lead agencies are not required to pay providers prior to the provision of child care services and may make payments afterward. (Thus, the changes promote payment accuracy and flexibility for states administering CCDBG subsidies to low-income families.)
