This section establishes a three-year pilot program under the Secretary of Labor to award competitive grants to eligible entities (i.e., political subdivisions of a state, Tribal entities as defined in 25 U.S.C. 5304, or combinations of contiguous such entities with unemployment rates at least 150% of the national rate) for job guarantee programs that offer employment to all area residents aged 18 or older who apply. The section requires jobs under such programs to (1) respect existing collective bargaining agreements; (2) last for the program's duration; (3) pay the greater of a Fair Labor Standards Act wage rate (as if S. 2823 from the 119th Congress were enacted), the state or local minimum wage, the Davis-Bacon prevailing wage, or a collective bargaining wage; (4) provide health coverage comparable to the Federal Employees Health Benefits Program; and (5) offer paid family leave (per S. 2823 from the 119th Congress and state law) and paid sick time (per S. 1664 from the 118th Congress and state law). Grants may also fund supportive services (e.g., transportation, child care), workplace learning advisors, adult education and literacy activities, reentry assistance for justice-involved individuals, and financial literacy activities. (Thus, programs may exclude applicants for negligence or disruption following Secretary-established review procedures.)
