S. 3878 — A bill to establish the Grand Village of the Natchez Indians and Jefferson College as affiliated areas of the National Park System, and for other purposes.

This section establishes the Grand Village of the Natchez Indians in Natchez, Mississippi, as an affiliated area of the National Park System to promote public appreciation of the Natchez Indians' historic contributions; Historic Jefferson College in Natchez, Mississippi, shall become an affiliated area upon the Secretary of the Interior's determination that it meets National Park Service criteria. (Affiliated areas are National Park System sites managed by non-federal entities with NPS technical support.) The Mississippi Department of Archives and History is designated as the management entity; the Secretary must enter into an agreement delineating management roles consistent with NPS policies and standards, may provide technical and financial assistance through cooperative agreements for marketing, interpretation, marking, and preservation, and must prepare and make publicly available boundary maps. The Secretary is prohibited from acquiring property at the affiliated areas or assuming financial responsibility for their operation, maintenance, or management.
