S. 3880 — Small Business Investor Capital Access Act

This section amends the venture capital fund adviser exemption from SEC registration—applicable to advisers solely to venture capital funds with less than $150 million in U.S. assets under management—(1) by increasing the assets-under-management threshold to $175 million (from $150 million); and (2) by directing the SEC to adjust that threshold for inflation every five years based on the Consumer Price Index for All Urban Consumers, rounded to the nearest $1 million.
