S. 3896 — Veterans Affairs Opportunity for Small Businesses Act of 2026

This section modifies the Department of Veterans Affairs procurement hierarchy of small business preferences by (1) striking paragraph (3) of 38 U.S.C. 8127(h); (2) redesignating paragraph (4) as paragraph (3); and (3) specifying in redesignated paragraph (3) that it refers to the program established under the Small Business Act (15 U.S.C. 631 et seq.). (As background, the hierarchy prioritizes set-asides and sole-source contracts first for service-disabled veteran-owned small business concerns, then veteran-owned small business concerns, before other small business categories.)
