S. 39 — STOP MADURO Act

This section states congressional findings regarding 2020 criminal charges against Venezuelan leader Nicolás Maduro Moros and other regime officials for (1) narco-terrorism conspiracy (20-year minimum to life maximum sentence), (2) cocaine importation conspiracy (10-year minimum to life maximum), (3) using and carrying machine guns and destructive devices in furtherance of those conspiracies (30-year minimum to life maximum), and (4) conspiring to do so (life maximum); and includes statements from U.S. Attorneys on the charges' scope and related seizures of approximately $450 million.

This section authorizes the Secretary of State to pay a reward of up to $100 million (notwithstanding the $25 million cap in 22 U.S.C. 2708(e)(1)) under the Department of State rewards program to one or more individuals who furnish information described in 22 U.S.C. 2708(b) (i.e., pertaining to international terrorism, narcotics trafficking, or related crimes) that directly leads to the arrest and conviction of Nicolás Maduro Moros. The reward must be funded exclusively from the liquidation of assets withheld from Maduro, Maduro regime officials, and their co-conspirators under the Foreign Narcotics Kingpin Designation Act (21 U.S.C. 1901 et seq.), specified Venezuela sanctions statutes, related executive orders, or other sanctions authorities.
