S. 3906 — Need for Speed Act

This section directs the Secretary of Transportation, in coordination with relevant federal agencies, to engage a university-based transportation research institute to develop and maintain a national infrastructure intelligence tool that integrates publicly available federal, state, local, and private data with the official public Highway Performance Monitoring System (HPMS) or equivalent roadway inventory network. The tool identifies congestion locations and causes, quantifies impacts, and supports deployment of mitigation resources through investments and operations; it leverages specified data sources including (1) HPMS; (2) national speed, vehicle origin-destination, crash/safety, asset condition, commodity, and truck parking data (with at least three years of historical data where applicable); (3) federal congestion reports and performance measures under 23 U.S.C. §150(c); (4) FHWA tools such as Freight Mobility Trends; (5) third-party reports such as the Texas A&M Urban Mobility Report; and (6) select state tools (e.g., Texas Top 100 Congested Road Segments, Maryland Truck Parking Tool). The Secretary must update the tool annually, consult state departments of transportation and advocacy organizations, and makes clerical amendments to the chapter table of contents. This section authorizes $50 million from the Highway Trust Fund (other than the Mass Transit Account) for this purpose, available for five fiscal years and in addition to other funds.
