S. 3915 — Specialty CROP Act of 2026

This section revises the annual reporting requirement under the Market Access Program (MAP)—which provides cost-share assistance to eligible trade organizations for overseas promotional activities to develop U.S. agricultural export markets—to detail the competitiveness of U.S. exports of specialty crops (i.e., fruits, vegetables, tree nuts, and horticultural crops). The report, which the Secretary of Agriculture must submit to the appropriate congressional committees each year in consultation with the United States Trade Representative, must (1) identify and analyze foreign barriers or distortions to such exports, including tariffs, quotas, and nontariff measures, with estimates of their impacts and potential additional export value; (2) assess whether identified barriers are subject to U.S. international agreements; (3) describe executive branch actions taken or planned to address them, such as under section 301 of the Trade Act of 1974, bilateral negotiations, or World Trade Organization proceedings; (4) describe any unobligated funds provided under MAP subsection (f)(3)(A)(iv) from the prior fiscal year and reasons for unobligated status; and is prepared after seeking public comment and input from the Agricultural Technical Advisory Committee for Trade in Fruits and Vegetables. The report must be submitted in unclassified form (with a possible classified annex), with the unclassified portion made publicly available in machine-readable format.
