This section requires, as part of preseparation counseling under the Transition Assistance Program (TAP)—which provides transitioning service members with information on benefits, employment, and education—a standardized presentation promoting benefits available to veterans under laws administered by the Department of Veterans Affairs (VA). The presentation (1) must be reviewed and approved by the VA Secretary in collaboration with veterans service organizations (VSOs) that assist with claims under VA's Benefits Delivery at Discharge program; (2) must be submitted to the Senate and House Committees on Veterans' Affairs at least 90 days before implementation; (3) where available, must include participation by a recognized VSO representative or accredited claims agent; (4) must describe VSO assistance in filing disability claims; (5) may not encourage joining a specific VSO; and (6) may not exceed one hour. This section also requires the VA Secretary to submit an annual report to the Senate and House Committees on Veterans' Affairs identifying participating VSOs, the number of service members who attended such presentations, and any recommendations for changes to the presentation or statutory requirements.
