S. 3946 — Tribal Firearm Access Act

This section authorizes the use of a valid identification document issued by a Tribal government for identity verification when purchasing a firearm from a federally licensed firearms dealer. It defines “Tribal government” as the recognized governing body of any federally recognized Indian tribe (i.e., individually identified in the list published most recently pursuant to the Federally Recognized Indian Tribe List Act of 1994). The amendments take effect 90 days after enactment.
