S. 3954 — No Lifeline for Dead People Act

This section requires eligible telecommunications carriers—common carriers designated under section 214(e) of the Communications Act of 1934 (47 U.S.C. 214(e)) to participate in the federal universal service Lifeline program—to use the National Verifier (i.e., the FCC's centralized database under 47 C.F.R. § 54.400) to verify consumer eligibility before providing Lifeline service (i.e., discounted voice telephony service or broadband internet access service to low-income households).
