S. 396 — Stop GREED Act of 2025

This section limits critical skill incentives for Senior Executive Service (SES) employees, or those in comparable senior-level positions as defined by the Secretary, of the Department of Veterans Affairs (VA). (Critical skill incentives, authorized under 38 U.S.C. §706(d)(1), are payments to retain VA employees with skills essential to agency operations.) Specifically, the section (1) prohibits such incentives for SES positions at VA's Central Office—including the Veterans Health Administration, Veterans Benefits Administration, and National Cemetery Administration—regardless of work location; (2) for other SES positions, permits incentives only on an individual (not group) basis upon approval by designated senior officials (i.e., Under Secretaries for Health, Benefits, or Memorial Affairs; Assistant Secretary for Human Resources and Administration; Director of the Office of Management or Chief Financial Officer; Assistant Secretary for Accountability and Whistleblower Protection; General Counsel; or others as determined by the Secretary); (3) exempts the portion of Central Office SES duties performed at non-Central Office facilities, allowing proportionate incentives based on time spent there; and (4) requires the Secretary to submit annual reports to the congressional veterans' affairs committees on recipients, beginning one year after enactment of the Stop Government Rewards Enriching Executives in the District Act of 2025 (reports may be incorporated into other congressionally mandated submissions).
