S. 3961 — Stop Post-Disaster Vultures Act

This section establishes a prohibition preventing institutional investors—defined as individuals or entities owning at least 75 single-family homes—from soliciting the purchase of any property (i.e., lot, parcel, or home) in the area of a major disaster declared under section 401 of the Stafford Act during the six months following the declaration. Such solicitations are banned through mail, interstate wire, or any other method of contact.
