This section directs the Comptroller General of the United States to conduct a study on workforce housing and submit a report to Congress within one year of enactment. The report must (1) identify obstacles middle-income households face in securing affordable housing; (2) identify geographic areas where such housing is most unaffordable and unavailable; (3) list Federal housing programs—including tax credits, grants, and loans—not available to middle-income households due to income limits; (4) recommend income and other parameters for a consistent Federal definition of "workforce housing" applicable to middle-income households in such programs if additional funding is provided; and (5) analyze modifications to or development of new Federal housing programs and incentives to include workforce housing if additional funding is provided. In this section, middle-income household means a household with income above 80% but not exceeding 120% of area median family income, as adjusted for family size.
