S. 3969 — Improving Housing Access Act

This section directs the Comptroller General of the United States, not later than one year after enactment, to conduct a study identifying options to remove barriers and improve housing for elderly or disabled persons, including potential impacts of providing capital advances for (1) the supportive housing program for the elderly under section 202 of the Housing Act of 1959 (i.e., capital advances and project-based rental assistance to nonprofits for low-income seniors), and (2) the supportive housing program for persons with disabilities under section 811 of the Cranston-Gonzalez National Affordable Housing Act (i.e., similar assistance for extremely low-income disabled individuals).
