S. 3979 — Taiwan and American Space Assistance Act of 2026

This section directs the Administrator of the National Aeronautics and Space Administration (NASA), with the concurrence of the Secretary of State and in coordination with the Administrator of the National Oceanic and Atmospheric Administration (NOAA), to seek expanded cooperation with Taiwan on civilian space activities within 90 days of enactment. It authorizes NASA and NOAA, with State Department concurrence, to pursue mutual-benefit initiatives—including satellite programs, personnel exchanges with the Taiwan Space Agency, and commercial space and weather technologies—consistent with the Taiwan Relations Act of 1979 and applicable export regulations while protecting U.S. sensitive information and interests. It further requires NASA, NOAA, and the Secretary of State to jointly report to specified congressional committees (i.e., House Science, Space, and Technology/Foreign Affairs and Senate Commerce, Science, and Transportation/Foreign Relations) on implementation within 180 days of enactment and annually thereafter for five years, including activity descriptions, challenges, and other relevant matters.
