S. 3985 — State Boating Act

This section amends federal standards for state vessel numbering authorities (i.e., under the standard numbering system for undocumented recreational vessels) by (1) authorizing an additional condition for issuing a number—requiring payment of state boating-related fees (e.g., for search and rescue operations, boating safety measures, or aquatic invasive species efforts); (2) permitting collection of such fees concurrently with any other fees established under this section; and (3) restricting use of all fees collected under this section to funding recreational boating improvements, boater safety, boater access, recreational use of waterways, and aquatic invasive species mitigation.
