S. 3999 — Women Veterans Specialty Care Access Act

This section requires the Secretary of Veterans Affairs to allow covered women veterans—defined as women veterans enrolled under VA's annual patient enrollment system (38 U.S.C. 1705(a)) who are eligible for women's specialty care (i.e., gynecology, obstetrics, maternity, and postpartum care)—to directly schedule appointments for such care, including through the Veterans Community Care Program, without a referral from a VA primary care provider. The Secretary must provide this capability at each VA medical center or clinic offering women's specialty care and via telephone, online tools, and other scheduling modalities, without additional approval, referral, or screening requirements. (Thus, the provision streamlines access while preserving existing eligibility and access standards under the Veterans Community Care Program.)
