S. 4000 — Securing Infrastructure from Adversaries Act of 2026

This section prohibits the Secretary of Transportation, effective June 30, 2026, from (1) procuring or obtaining covered LiDAR technology (as defined in section 164(e) of the Servicemember Quality of Life Improvement and National Defense Authorization Act for Fiscal Year 2025, Public Law 118-159), LiDAR technology produced or provided by a covered LiDAR company, or LiDAR technology produced in or provided by a covered foreign country; (2) entering into, extending, or renewing a contract unless the entity certifies it will not use such technology; and (3) obligating or expending loan or grant funds for such technology. The Secretary may waive these prohibitions on a case-by-case basis by certifying to the Senate Committee on Commerce, Science, and Transportation and the House Committee on Transportation and Infrastructure at least 15 days in advance that the activity is in the national interest. The prohibitions do not apply to applications for exemptions from Federal motor vehicle safety standards under 49 U.S.C. 30111, applications for waivers or exemptions from Federal motor carrier safety regulations under 49 U.S.C. 31136, or grants, operations, procurements, or contracts for vehicle safety testing, research, evaluation, analysis, or training.
