S. 4015 — Stop Militarizing Our Streets Act of 2026

This section establishes restrictions in new 10 U.S.C. §7545 on Department of Defense (DOD) sales and procurement of firearms and ammunition in the commercial marketplace. It prohibits DOD or private operators of government-owned plants from selling military-grade assault weapons or covered ammunition to any dealer and from procuring any items from dealers or manufacturers that sell such items. For all other firearms and ammunition, DOD may not sell to or procure from dealers or manufacturers that fail to meet specified requirements, including (1) holding required federal licenses and complying with federal firearms laws; (2) having no more than 24 crime-use firearm traces by the Attorney General in each of the prior three calendar years with a time-to-crime of less than three years; (3) limiting any 30-day transfers to the same individual purchaser to 500 rounds of covered ammunition or 1,000 rounds of other ammunition; (4) adhering to a code of conduct that requires National Instant Criminal Background Check System (NICS) verification before transfers, security measures, refusals to sell to intoxicated or unstable persons or known dangers, remotely searchable electronic inventory and transaction records, and prohibitions on sales in marketplaces lacking universal NICS checks; and (5) completing mandatory Attorney General training within 90 days for existing employees or 30 days for new hires on recognizing straw purchases, illegal intent indicators, theft prevention, and related reporting.
