This section states the sense of Congress that the United States should maintain global leadership in high-energy astrophysics by supporting X-ray flagship missions per National Academies decadal surveys, recognizing the associated workforce as a national strategic asset, and ensuring current facilities continue serving scientific, educational, and commercial interests beyond the current flagship mission. The section further directs the NASA Administrator to designate as a national high-energy astrophysics hub each eligible facility—i.e., an institution of higher education, state or federal entity (including a federally funded research and development center), or nongovernmental organization with relevant expertise that is party to a NASA contract and plans or operates missions to ensure U.S. leadership, support workforce training, advance scientific software and operations, enable future missions, or serve as a collaborative resource.
