S. 4061 — RAYS Act

This section establishes requirements, effective one year after enactment, for local educational agencies (LEAs) receiving funds under the Elementary and Secondary Education Act of 1965 to include specified mental health and suicide prevention contact information—(1) on identification cards issued to secondary school students, if the LEA issues such cards, or (2) prominently published on the LEA's public website and in computer portals or software regularly used by such students, if the LEA does not issue cards. The required information includes contacts for the 988 Suicide & Crisis Lifeline, Crisis Text Line, and a state or local suicide prevention hotline selected by the LEA (or Secretary of Education-designated alternatives, if those national services become unavailable, with notification to LEAs within 60 days). LEAs may include the information via printing, stickers, or other methods and optionally add contacts for school counselors or other resources or extend it to staff identification cards. The section further directs the Secretary of Education, in coordination with the Secretary of Health and Human Services and other agencies, to conduct outreach campaigns on these resources via school programs, websites, social media, and accessible formats.
