S. 4062 — Next Generation 9–1–1 Act

This section amends Part C of the National Telecommunications and Information Administration Organization Act (47 U.S.C. 901 et seq.) by adding a new section 159 to direct the Assistant Secretary of Commerce for Communications and Information—after consulting with the National Highway Traffic Safety Administrator—to coordinate Next Generation 9-1-1 (NG911) implementation, including by improving communication with states; disseminating best practices; assisting with implementation plans; providing technical assistance; reviewing grant applications; and overseeing grant uses, with annual reports to Congress beginning October 1, 2027, until grant funds are expended. The section further requires the Assistant Secretary to develop and submit to congressional committees (within 180 days of enactment) a management plan for the grant program—including organizational and funding details—and to publish the plan online (with modifications subject to the same process after 90 days' notice); and to establish a grant program for eligible entities (i.e., states, territories, tribes, and local governments) to implement and maintain NG911 systems, conduct related training (not exceeding 3% of grant funds for non-tribes or 5% for tribes), perform public outreach, cover limited administrative costs (not exceeding 1% of grant funds for non-tribes or 2% for tribes), and adopt cybersecurity measures, with applications requiring certifications of coordination among emergency communications centers.
