S. 4075 — Pay FEMA Personnel Act of 2026

This section provides continuing appropriations for FY2026, beginning February 14, 2026, and during any period without enacted interim or full-year appropriations, such sums as necessary to FEMA for standard pay, allowances, benefits, and related payments to personnel required to carry out the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.), administer non-Stafford Act federal assistance via grants, contracts, and cooperative agreements, and support administration of all FEMA grant programs. (Thus, FEMA may continue awarding and disbursing grant funds during such periods, with expenditures charged to future appropriations when enacted.)

This section terminates amounts made available and authority granted under this Act at the earliest of the following: (1) the date of enactment of an appropriation (including a continuing appropriation) for any purpose funded under section 2(a); (2) the date of enactment of the applicable regular or continuing appropriations resolution or other Act without any appropriation for any such purpose; or (3) September 30, 2026.
