S. 4078 — Stop Somali CASH Fraud Act

This section amends the reporting requirements for transporting monetary instruments or currency valued over $10,000 out of the United States (31 U.S.C. §5316) by requiring aliens who are nationals of designated countries to file reports at least 72 hours prior to departure (instead of upon departure) and to include additional details on the transporter's identity and travel documents from the prior five years, the beneficiary's personal information, and the funding source. Designated countries include those (1) designated by the Secretary of State under section 1753(c) of the Export Control Reform Act of 2018 (50 U.S.C. §4813(c)), (2) under section 40 of the Arms Export Control Act (22 U.S.C. §2780), (3) under section 620A of the Foreign Assistance Act of 1961 (22 U.S.C. §2371), (4) designated as state sponsors of terrorism under section 219 of the Immigration and Nationality Act (8 U.S.C. §1189), or (5) identified as high-risk in the Department of State's January 14, 2026, press release on immigrant visa processing. (Thus, the provision redesignates existing subsections (c) and (d) as (d) and (e).)
