This section revises the Partnerships for Risk Management Education program (7 U.S.C. 1524(a)) by (1) expanding the purpose of competitive grants to include education and technical assistance for approved crop insurance providers, including language translation services as appropriate; (2) adding outreach and language translation to the special emphasis areas; and (3) adding special emphasis on federal crop insurance providers, especially with respect to the whole-farm diversified risk management insurance plan under section 522(c)(7), with conforming changes to funding applicability. The section further revises the risk management assistance program (7 U.S.C. 1524(b)) by (1) modifying eligible activities to include areawide integrated pest management, soil health improvements, sustainable water sources and irrigation, perennial crop establishment (including agroforestry), livestock integration, aerobic composting of crop and livestock waste, and other practices to reduce financial loss risks from regional climate change impacts; (2) adding a new category of assistance to mitigate financial risk through production or marketing diversification (e.g., value-added processing, market infrastructure such as drying and storage facilities, organic farming, and food safety certification); (3) increasing the total payment limit per person to $200,000 over any five-year period (from $50,000 per year) and excluding other federal funds from the limit; (4) increasing funding to $30 million (from $10 million) for activities under paragraph (2)(C); and (5) authorizing $20 million for FY2026 and each fiscal year thereafter, to remain available until expended. (As background, these programs support agricultural producers, including beginning, socially disadvantaged, and transitioning farmers and ranchers, in adopting risk management strategies such as crop insurance and conservation practices.)
