This section prohibits the Managing Trustee from investing excess funds of the Federal Old-Age and Survivors Insurance Trust Fund in any digital asset or crypto-related investment. (As background, the trust fund finances Old-Age, Survivors, and Disability Insurance benefits and currently invests solely in special-issue U.S. Treasury securities.) It defines those terms in new subsection (o), with "digital asset" having the meaning given in the GENIUS Act and "crypto-related investment" including specified funds related to digital asset futures, stocks or bonds of public companies substantially deriving value from or revenue via digital assets, and other assets tied to digital assets.
