This section revises the rural decentralized water systems grant program (7 U.S.C. 1926e), which provides grants to private nonprofit organizations that make low-interest loans and subgrants to low-income rural households for constructing, refurbishing, or servicing individual household water well systems and decentralized wastewater systems. Specifically, it (1) requires nonprofits to provide subgrants to households with income less than 60% of the median nonmetropolitan household income in their service area (previously, loans and subgrants to households at or below 60% of the state or territory median) and loans to households with income between 60% and 100% of that area median (previously ineligible); (2) increases the maximum loan or subgrant amount to $20,000 (from $15,000) per system and authorizes subgrants for decentralized wastewater systems to cover the cost of a performance warranty of at least five years; and (3) reauthorizes appropriations of $20 million annually through FY2031 (from FY2023).
