S. 41 — Advanced Border Coordination Act of 2025

This section establishes definitions for terms used in the Act, including (1) Centers, meaning the Joint Operations Centers established under section 3(a); (2) Department, meaning the Department of Homeland Security; (3) participating Federal agency, meaning the Department of Homeland Security, Department of Defense, Department of Justice, or any other Federal agency determined appropriate by the Secretary; (4) Secretary, meaning the Secretary of Homeland Security; and (5) State, meaning each state, the District of Columbia, or any territory or possession of the United States.

This section directs the Department of Homeland Security to establish at least two Joint Operations Centers along the U.S. southern border not later than six months after enactment. The centers serve as unified coordination hubs for Federal, State, local, and Tribal law enforcement agencies to collaborate on (1) field operations coordination and communication; (2) ground, air, sea, and amphibious operations; and (3) border security activities to deter and detect criminal activity related to transnational criminal organizations, illegal border crossings, terrorism, human and drug trafficking, and seizures of weapons, drugs, and high-value property. The centers also facilitate Federal information sharing and notifications with State, local, and Tribal agencies; track and coordinate personnel deployment; and support training.

This section directs the Secretary, not later than one year after enactment of this Act and annually thereafter, to consult with participating federal agencies and seek feedback from participating state, local, and tribal agencies in submitting a report to Congress that—(1) describes efforts undertaken to establish the Centers; (2) identifies resources used for the Centers' operations; (3) describes key operations coordinated and supported by each Center; (4) describes significant interoperability and communication gaps identified between participating federal, state, local, and tribal agencies within each Center; (5) provides recommendations for improved coordination and communication between participating federal agencies in developing and operating current and future Centers; and (6) includes other data as the Secretary determines appropriate.
