S. 4100 — A bill to amend title 5, United States Code, to clarify whistleblower protections for duty speech disclosures, and for other purposes.

This section provides whistleblower protection for disclosures made during the normal course of duties by federal employees whose principal job function is to regularly investigate and disclose wrongdoing. (As background, 5 U.S.C. § 2302 prohibits federal agencies from retaliating against employees for protected disclosures evidencing violations of law or regulation, gross mismanagement or waste of funds, abuse of authority, or substantial dangers to public health or safety.)
