S. 412 — Plum Island Preservation Act

This section establishes permanent protection in perpetuity for the federal asset known as Plum Island, New York—including the Orient Point terminal and associated facilities—for ecological conservation, discovery and celebration of its historical and cultural heritage, and maintaining access. It requires the General Services Administration (GSA) Administrator, in consultation with the Secretaries of Homeland Security and the Interior, relevant federal and state agencies, Tribal governments, and other stakeholders, to initiate within 180 days of enactment formal visioning sessions as the basis for a future ecological management plan. The Administrator must submit reports to the Senate Committees on Homeland Security and Governmental Affairs and Energy and Natural Resources and the House Committees on Energy and Commerce, Natural Resources, and Oversight and Accountability beginning two years after process initiation—and annually thereafter until one year after the sessions conclude—describing consultations, items discussed, outcomes or expected outcomes, completion timelines if ongoing, and recommendations for the management plan.
