This section directs the Secretary of the Interior to conduct a study on the suitability of designating all or a portion of Plum Island—a federal asset in New York that includes the Orient Point facility and all supporting real property, personal property, transportation assets, and infrastructure—as a unit of the National Park System or National Wildlife Refuge System, or protecting it by other means. The study must evaluate the site's national significance, consult interested federal, state, local, private, nonprofit, and other entities, and identify cost estimates for any federal acquisition, development, interpretation, operation, and maintenance; the Secretary must submit a report with findings, conclusions, and recommendations to the Senate Committee on Energy and Natural Resources and the House Committee on Natural Resources not later than three years after funds are first made available.
