S. 4130 — COST Act

This section establishes disclosure requirements for programs, projects, or activities funded in whole or in part by federal funds. Agencies (i.e., executive agencies and independent regulatory agencies) and recipients (including state or local governments and federal research grant recipients) must state in public communications—other than those containing not more than 280 characters—the percentage and dollar amount of federal funding and the percentage and dollar amount of nongovernmental funding. It further requires (1) certifications of compliance in performance progress reports for short communications; (2) annual reviews by the Director of the Office of Management and Budget (OMB) of a random sampling of communications, with public findings; and (3) establishment by OMB, not later than one year after enactment, of a public mechanism for anonymous reporting of noncompliance.
