S. 4137 — RECOVER Act

This section establishes a three-year pilot program (FY2025–FY2027) to award grants to eligible non-profit mental health care providers that have operated at least one U.S. outpatient mental health facility for three continuous years, authorizing $20 million annually. Grants of up to $1.5 million per facility per fiscal year (lesser of $1.5 million or 50% of prior-year operating budget if 50% or more was federally funded) may be used to provide culturally competent, evidence-based mental health care to veterans (without charging veterans fees or refusing care due to reimbursement ineligibility), operate or establish outpatient facilities, and encourage enrollment in VA's patient enrollment system under 38 U.S.C. 1705; recipients may seek reimbursements, including under the Veterans Community Care Program (38 U.S.C. 1703). In selecting grantees, VA must distribute grants evenly between rural and urban facilities and may prioritize medically underserved areas, those with large veteran populations or high suicide risk, or locations near military installations; VA must also require clinician training in culturally competent veteran care, prescribe regulations for accountability and outcomes reporting, and submit a report to Congress 180 days after program completion detailing veteran participation, demographics, care types and durations, outcomes, subsequent enrollments, and obstacles encountered.
