This section suspends the clean electricity production credit (IRC §45Y(i)) for electricity produced from October 1, 2025, through September 30, 2027 (i.e., FY2026 and FY2027). It further directs the Secretary of the Treasury to deposit into the SPR Petroleum Account (42 U.S.C. 6247(a)) amounts equal to the increase in Treasury revenues resulting from the suspension. (As background, the clean electricity production credit provides a technology-neutral tax credit for electricity produced at qualified zero-emission facilities; the SPR Petroleum Account funds off-budget acquisition, transportation, injection, drawdown, and sales of petroleum products for the Strategic Petroleum Reserve.)
