S. 4163 — Advancing Regional Quantum Hubs Act of 2026

This section expands the Subcommittee on Quantum Information Science (established under the National Quantum Initiative Act to coordinate federal quantum research, standards, education, and workforce activities across agencies) by (1) adding the Economic Development Administration to its membership and (2) adding a responsibility to facilitate interagency partnerships supporting the innovation, entrepreneurial, educational, and research capacity of regions strong in quantum fields and industries, in partnership with industry, universities, small businesses, and strategic allies to address regional, national, societal, or geostrategic challenges. The section further directs the Department of Energy's quantum information science research and education program to support, in collaboration with the Secretary of Commerce and Secretary of Energy, regional innovation initiatives in quantum information science and technology and adoption of quantum capabilities (which may include activities funded under 42 U.S.C. 19108). Finally, the section directs the National Science Foundation's quantum information science research program to support, in collaboration with the Secretary of Commerce and NSF Director, regional quantum innovation initiatives, including those of quantum industry and nonprofit entities, small- and medium-sized businesses, and startups.
