S. 4174 — A bill to provide a premium payment to employees who worked without receiving pay during the shutdown of the Department of Homeland Security of 10 percent of the pay the employees should have received during the shutdown.

This section requires the head of each agency affected by the lapse in appropriations that began on February 14, 2026, to make a one-time premium payment to each unpaid employee (i.e., an agency employee who worked but received no pay during the lapse) equal to 10% of the product of (1) the employee's hours worked without pay during the lapse and (2) the employee's hourly rate of basic pay, with payment due not later than one day after the lapse ends.
