S. 4178 — National Transit Frontline Workforce Training Act

This section establishes a Transit Workforce Center by adding a new subsection (d) to 49 U.S.C. 5314, requiring the Secretary of Transportation to award grants to a qualified nonprofit organization (i.e., a national entity with expertise in public transportation workforce technical assistance, standards-based training, emerging technologies, and project management) to carry out the Center's mission of supporting recruitment, hiring, training, and retention of skilled frontline public transportation workers. The Center's duties include (1) developing and providing training programs addressing workforce needs of urban, suburban, rural, and Tribal public transportation providers; (2) developing and disseminating educational materials; (3) leading presentations, dialogues, and strategic planning in collaboration with industry entities; (4) providing technical assistance to public transportation providers; (5) conducting data analytics on workforce trends; (6) leveraging data to support recruitment, retention, and advancement; and (7) conducting outreach and marketing. In carrying out these duties, the Center must collaborate with, and consider feedback from, the Federal Transit Administration, public transportation providers, professional associations, and frontline employee representatives.
